About Mr. Ecweru and his Presentation

Security and Policing and the Importance it Brings to the Stability of a Community

Musa Ecweru is Minister of State with portfolio of Emergency, Disaster Preparedness and Refugees in Uganda. Previous to being a Member of Parliament, Musa was a military commander and in that capacity was one of the founders of the local militia group the Arrow Boys in the Teso district of Northern Uganda. It was the Arrow Boys who were successfully able to eject Joseph Kony and his LRA (Lord's Resistance Army) from the Teso district and Northern Uganda after a 20 year war.

Once the LRA was ejected, the process of resettlement began with a population of 1.6 million IDP's returning to their villages. However, the process of resettlement began in the camps with all of the dehumanizing elements that are entailed with that existence. Musa realized that the presence of the military was deterring the process of people having the
security necessary to return to their villages and "normal" life. As such, he began a process of establishing police outposts transitioning to policing and security in place of military.

This was the key to allowing people after 20 years of war to realize that there was safety in their return to villages and as the outposts expanded so did the safety factor. Musa will be speaking of the affect that policing and security have in returning normalcy to a community/area that military presence cannot.

With Ecweru's experience in dealing with police, military and refugees in Uganda he is expert in understanding the needs of Uganda and how we as North American Security professionals can assist Uganda emerge to a brighter future.
